The 3.11 Recovery Projects Fund
~For helping NPO’s use their special capabilities to help the disaster victims. ~

Do not forget people who cannot be helped by large-scale relief projects organized by the government. The Kyoto Foundation for Positive Social Change’s Pledge:

  • We will contribute to supporting the victims who need special care and support such as foreigners, handicapped people, children, allergy sufferers, and people suffering from chronic diseases.
  • All our funds will be used for supporting NPOs who conduct projects for helping the above groups in the stricken areas.
  • All our funds will be used appropriately and quickly.

Anyone, from individuals to groups and organizations.


What are my contributions used for?

Donations are used to support various projects conducted by NPOs for the victims of the disaster who need special care.

(Expected projects) 
・Needs analysis regarding the victims who need special care
・Support for the victims who are suffering from allergy and/or chronic diseases
・Support for pregnant women in the stricken areas
・Support for foreigners such as translating and providing necessary information in other languages

The Kyoto Foundation for Positive Social Change will apply all funds to the above projects.

3.11. We have to pick ourselves up from the unbelievable and historic disaster of 3.11. It is us, citizens, who are fulfilling the most crucial role. Since the other big earthquake we experienced in Kobe in 1995, various activities initiated by citizen groups themselves have begun. Many activities where citizens support citizens include not only those related to directly to the disaster but also those for supporting certain people who cannot be supported enough by the government’s public services. Among those activities, NPOs are playing essential roles since each has particular specialties

Support for stricken areas is progressing though we also have problems caused by the nuclear plants’ troubles. For example, there are many evacuation sites where the victims and the relief workers are living and encouraging one another. They are supported by the government’s large scale relief programs. However, behind major support systems, there are certain people who need special cars and cannot be helped enough by general support systems. They are, for example, foreigners, handicapped people, mental disease suffers etc. These people are deeply hurt but without support by any safety net.

The Kyoto Foundation for Positive Social Change has established a union of NPOs that can support people who might otherwise be overlooked. More and more people in Japan have started to raise funds for us. However, considering how big and serious the disaster is and how much relief work is needed, the funds have not been nearly enough. Distributing funds through the Red Cross is one process; even though the funds are going to be distributed to each stricken area and local government, certain vulnerable types of people will not receive the help they need.

Special Support Net KANSAI
Special Support Net Kansai was established as a union of NPOs to support the victims of 3.11, each of which specializes in unique ways to support socially vulnerable people.
All the funds are used for this union.

“Kyoto Foundation for Positive Social Change”

The Kyoto Foundation for Positive Social Change was born from the Kyoto NPO center, which followed the 1995 South Hyogo Prefecture Earthquake. It supports NPO activities financially by fund raising. Acknowledging its high quality, it is one of the leading Public Interest Incorporated Foundations in Japan. In Japan, donation culture has not become widespread yet and public services still depend highly on the government. With“+social” as its slogan, the Kyoto Foundation for Positive Social Change is making efforts to change such a government-dependent society into a more self-reliant society.

1995 South Hyogo Prefecture Earthquake and civic activities in Kansai

An earthquake occurred in the Kansai area including Kobe, Osaka and Kyoto in 1995. This disaster led to various civic activities including those where citizens support citizens directly. Since then, civic activities and volunteerism have played indispensable roles against disasters caused by earthquakes, tsunami, and other natural disasters.
